Basic Statistics for Business and Economics Essay Over the last four weeks of being in the QNT/351 course our team has learned a lot about researching a hypothesis and understanding the mean. The hypothesis testing begins with the statement and the assumption that determines the population of the mean, (Lind, 2011, p.288.). There are five steps taken which include; state the hypothesis, select level of significance for it, identify the test statistics, formulate decision rule, and take a sample to arrive at a decision. On the contrary, however, McClave, 2011 states that there are seven steps including; null hypothesis, alternate hypothesis, test statistic, rejection region, assumptions, experiment and calculation of test statistic, and the conclusion. With setting a hypothesis and testing it is important to understand the mean and how to compare it amongst two or more groups. With testing the mean with multiple groups, the data collected is used to help determine the probability of a given amongst two distinct groups being analyzed which have the same or equal variances. This info it all based off the given hypothesis and should result in proving the null hypothesis stated. When looking at the mean the distance noted between the hypothesis and the mean placed is a value given as a result of the probability of occurrence. When analyzing and testing the means of the two groups we use the variance analysis. An example of this type would be testing the means of the two groups based off statistical models and valid conclusions. Along with completing the testing of the means of the groups, we must also calculate the variance according to the distribution of the differences in means. If the standard deviation is known we can calculate the z-score by using the difference of the variance and the mean. In calculating the correlation between the two variables we see that it is crucial to know the characteristics of the coefficient. According to Lind, 2011 pages 386-389 we can calculate the coefficient of correlation. The coefficient of correlation can help dete rmine the cause as well as effect amongst the two variables. Echo Personality Disorder :: essays research papers

Echo Personality Disorder is a specific and highly differentiated form of dependency, marked by behaviours of compliance and a need to 'mirror' significant others -parents, spouse, friends, employer. It has been found that those with EPD are highly attracted to relationships with individuals who show marked narcissistic tendencies. This mirroring behaviour was the reason for choosing the name Echo personality disorder, which is based on the Greek myth of Narcissus and Echo. In this story Echo, a forest nymph, falls completely in love with the egocentric youth Narcissus, and when he shows clear signs of rejecting her, she persists in her attatchement to him and will not be moved from her aim. She finally satisfies him with the masochistic task of echoing back to him all that he says. This too is the central feature of EPD behaviour in relationships, where the individual will mirror, echo, and compliment another at the expense of their own self-worth and dignity. Self descriptions by EPD sufferers focus strongly on percieved fears of abandonment, rejection, and loss, and these agonizing feelings are the driving force behind the above-mentioned interpersonal coping style (mirroring others). These individuals protect themselves from abandonment/rejection by being so agreeable to others, via their mirroring capacity, that chances of re-experiencing abandonment agony is brought to a low minimum. Unfortunately this approach amounts to a false existence with little or no true self expression, and eventually leads to poor psychological health. Characteristic experiential history for EPD often involves individuals being parented by caretakers who are themselves self-absorbed or narcissistic. In this environment the child learns that asserting ones true self will be met with a form of (often serial) rejection, to which they respond by substituting compliant behaviour in place of true selfhood. This 'compliant' behaviour can then be witnessed as a stable feature throughout the childs growing-up years, with other school children, and within the family. Depression, smoking, alcoholism, addictive behaviour all occur with very high frequency in this disorder. On a positive note, EPD people are excellent contributors to society, and to family, as they are found to be very perceptive of the needs of others.

Plato vs. Freud on Metaphysics Plato and Freud have made great strides in their respective fields of study. Both men have made a lasting impact on the way we now as humans view the world that we live in. Plato and Freud have similarities in views that they share but they also have some differences metaphysically. Plato believes that what is ultimately real are ideas, he believes that images are imperfect representations of the perfect concepts. While Freud believes what is physically real is by the evolution of man. Freud ultimately puts his faith in what he can see and analyze in front of him instead of what he cannot. Freud developed a â€Å"talking cure† which he would let the hysterical patient talk freely about the earliest occurrences which would then entirely eliminate the patient’s symptoms.†Ã¢â‚¬ ¦developed the idea that many neuroses (phobias, hysterical paralysis and pains, some forms of paranoia, and so forth) had their origins in deeply traumatic experiences, which had occurred in the patient’s past but which were now forgotten–hidden from consciousness. The treatment was to enable the patient to recall the experience to consciousness, to confront it in a deep way both intellectually and emotionally, and in thus discharging it, to remove the underlying psychological causes of the neurotic symptoms.† Plato answers the question of metaphysics by saying of ideas and ideal forms and Freud answers the metaphysical question through his belief in human nature. For Plato what is ultimately real are ideas and Ideal forms. Plato believes that the object was constantly changing so the ideal form is what was ultimately real. Everything in existence has a form of perfection for itself. All things in the physical world work in their existence to approach their perfection. An object, living or dead, always works in some way or another to meet its nature. For example, if you have a brand new table in your house the brand new table itself is not perfect. It is not perfect because the table itself is in a constant state of change. There is however a perfect ideal form of the table that does not change. â€Å"It is most of all from Plato that we get the theory of Forms, according to which the world we know through the senses is only an imitation of the pure, eternal, and unchanging world of the Forms.† While on the other hand Freud believes ultimately what is real is physical matter the whole universe is in evolution, which means he believes in no God or Gods. He concludes that all religious beliefs are illusions that have little proof. Freud also believed that the evolution that man had endured from the beginning to where he stood presently is what is ultimately real. â€Å"The psychoanalyst Sigmund Freud, whose practice began in 1885, believed that each person’s subconscious mind was fraught with desires stemming from earlier phases of evolution. These desires, suppressed by modern society, accounted for much of neurotic behavior. Likewise, an individual’s personality was at least partially determined by heredity.† Freud believes that evolution plays a very pressing role in the lives of humans and that is what is real in the world. Further, what is ultimately real about humans is that man is the highest and most complex of all living creatures whose personali ty is composed of three interacting parts—the Id, the Ego and the Super-ego. The Id (or it) part of the psyche is the primitive instinctive component of personality. It consists of all of the inherited biological components of personality including the sex life. The Id is impulsive and unconscious and responds immediately to the instincts of human beings. The personality of a newborn child is all id and later it starts to develop ego and superego. The ego develops in order to mediate between the unrealistic id and the external real world. It is the decision-making component of personality. The ego only satisfies the id on the realistic terms sometimes compromises to avoid negative consequences of society. The superego incorporates the values and morals of society, which are learned from one’s parents and others. It develops around the age of 3 – 5 during the phallic stage of psychosexual development. Through all of these different stages in personally there are some check and balance stages that go along with stages. For example if the id wants something that is wrong and the ego lets the person have such thing, guilt can come into play. â€Å"The superego consists of two systems: The conscience and the ideal self. The conscience can punish the ego through causing feelings of guilt. For example, if the ego gives in to id demands, the superego may make the person feel bad though guilt.† Freud and Plato have made great strides in influencing the world after their work in their respective fields was completed. Freud has influenced many great psychologists after him and Plato has done the same in his respective field of philosophy. Freud influenced the minds such as: Anna Freud, Melanie Klein, Karen Horney, Alfred Alder, Erik Erikson, and Carl Jung. Freud’s influences in his field were great toward the constant search for a deeper analysis of how the mind works. â€Å"His work supported the belief that not all mental illnesses have physiological causes and he also offered evidence that cultural differences have an impact on psychology and behavior. His work and writings contributed to our understanding of personality, clinical psychology, human development and abnormal psychology.† Plato as well left a lasting impression on philosophers after him. He gave great insight to know the world around him works and functions. Plato’s ideas were used to jus tify some religions and certain academic subjects. Plato gave a lot to the teachers and scholars after him. â€Å"In his lifetime he was the most celebrated teacher of his day. After his death his ideas were taken up by countless other thinkers. Philo of Alexandria used Plato’s ideas to give a philosophical framework to Judaism. Early Christian writers eagerly embraced Plato’s thought as the best available instrument for explaining and defending the teachings of the Bible and church tradition. Of the Christian Platonists, St. Augustine of Hippo was the best known and most influential. Plato’s influence spread into Islam as well, through the writings of the philosophers Avicenna and Averroes.† Freud and Plato are not just polar opposites they have things in common as well. They both thought that trouble in the human soul/mind arises when the three parts don’t work in harmony with each other. Plato thought that the key to such harmonious relationship was to yield control to the rational soul; after all, he was the founder of the rationalist program in philosophy. Freud, on the other hand, concentrated on dealing with the id by means of psychoanalytical techniques. The difference of these men is clearly seen but they also have ideas that intertwine them. Plato thought the human soul, which we now call the mind, was made up of three parts: appetitive, rational, and the spiritual soul. Freud in turn in his career built a system around Plato’s comparable ideas. The system was: id similar to the appetitive soul, ego similar to the rational soul, and superego similar to the spiritual soul. Semiotics in Fashion Photography: Does it affect culture as much as culture affects it? Introduction Fashion Photography has taken quite the belittling from the conventional world of photography. Where other forms of photography ‘naturally capture beauty, fashion photography is have said to be too meticulous in ‘setting up' the photograph.. Brooked states that, â€Å"fashion advertising, in particular, is seen as negating the purity of the bibliographic image. We see the typical [in fashion photography] instead of the unique moment or event. †Despite such an outlook on fashion photography, it has received thorough analysis and academic attention from the likes of Breathes, Wilson, Anderson, Brooked and Kumara. Breathes has taken fashion photography and placed it within a seismological framework, where he applies the semiotics into fashion photography as a meaner of communication through the signs and symbols for any photographs. Culture revolves around fashion phot ography. Or is it the other way round? It has become apparent that semiotics is greatly relevant to fashion photography, and assign is an excellent example off ‘identity-image producing media'.Fashion is an incredibly distinct language itself, and â€Å"emblematic the essence of its social context†. With that, is culture affected, or is the fashion photography affected by culture? With this essay I will be investigating the idea of whether culture is affected by fashion photography, or does fashion photography dictate our culture. Enquiry Outcomes I will be exploring the world of semiotics and how relevant it is to fashion photography and using it to solve the question of; whether fashion photography allow culture or dictates it.We take it for granted that fashion photography is something we pass by everyday, something that we do not pay very much attention to detail in our everyday lives and we don't know how much it really affects our culture to a certain degree. With this essay I will propose the idea of culture either being the one affected and dictated by fashion photography or the vice versa. Feasibility of proposed enquiry Fashion is constantly everywhere around us, and I will take advantage of the fact that I live in a world surrounded by fashion.For my research I will be gathering large amounts of my facts and data from online sources, Journals and e-books, and if possible from books, and my own observational analysis from fashion magazines and opinions of audiences. My aim for this essay is to analyses and conceptualize the semiotics in fashion photography, coming to the conclusion of how much it affects society and culture. With my own analysis of fashion photography I will come to the conclusion of either end of the spectrum. Relevance of enquiry to personal practiceThrough the research that I acquire and what I learn, I think it is important to broaden my aspects of skill to other industries. F. Scott Fitzgerald - A Timeless Writer Who Was a Man of His Time essays F. Scott Fitzgerald is best known today as the author of the classic novel The Great Gatsby. The novel tells the story of Jay Gatsby, a poor and obscure Midwesterner who makes his fortune as a bootlegger to win the heart of his childhood sweetheart. One character says of Gatsby that he made himself up, in other words, that through creating a false personal mythology, by wearing fancy clothes, and buying fancy houses, Gatsby unsuccessfully tried to create a new identity for himself. The same could have been said of his creator, although unlike Gatsby, Fitzgerald had a far more ironic view of the world as a writer. He ironically chronicled Ivy League and elite Long Island society observed with wonder by the narrator of Fitzgeralds greatest book. Fitzgerald was born in the American heartland, in St. Paul Minnesota on September 24, 1896. His father Edward Fitzgerald was a failed furniture salesman and his mother Mary was an Irish immigrant. (Willet, 2006) Both were Catholic and thanks to his mothers inheritance, solidly middle-class, although it is said his father drank more at the office than he worked. The young Fitzgerald excelled as a writer at the Catholic school where he studied, but always felt somewhat out of his social element because of his mothers Irish birth when he ventured into the realms of the real St. Paul elite, such as at his local dancing school. (Martine, 1981, p.3) Fitzgerald got into Princeton but he was not particularly studious. He struggled academically. He wrote for the Princeton Triangle Club musicals, the Princeton Tiger humor magazine and the Nassau Literary Magazine. He was placed on academic probation. As he was unlikely to graduate he eventually dropped out of school to join the army. Apocolypse Now essays Many film critics and movie goers alike say that Apocalypse Now is one of the best movies ever made due to its originality and trend-setting approach to cinema. The viewer, in the very first scene of this Francis Ford Coppola sensation, can see this. As most movies begin, the viewer is generally introduced to the cast and the production team that was involved in the film by way of credits or a title screen of some form. In Apocalypse Now however, The title of the film appears as graffiti toward the end of the film in the complex presided over by Kurtz. Instead of an orthodox opening scene, Ford Coppola provides a lyrical, slow moving opening sequence that is a combination of cinematography, music and hallucinatory images from the brutal war in Vietnam. As the movie begins, the scene fades in from black to a darkened daylight or dusk period in a green-canopied jungle of palm trees that are swaying in the wind tranquil wind. There is a sound bridge, which starts as the screen is black and continues through the fading transition to place the impending helicopter sounds now in the middle of this Vietnam jungle. The (chuk-chuk-chuk) sounds of the helicopter are the only diegetic sounds that the viewer encounters in this scene however the most prominent sound is in fact non-diegetic and comes in the form of The Doors song The End. The first cymbal of this song is played as soon as a darkly painted helicopter flies low to the ground from the left hand side of the screen to the right and in between the viewer and the jungle. This creates the effect that a long shot is happening during the time the helicopter is passing. The passing of the helicopter signals the playing of the song and a yellowish haze is cast around the area, presumably napalm that had just been dropped. The Role of Bells Theorem in Quantum Physics Bells Theorem was devised by Irish physicist John Stewart Bell (1928-1990) as a means of testing whether or not particles connected through quantum entanglement communicate information faster than the speed of light. Specifically, the theorem says that no theory of local hidden variables can account for all of the predictions of quantum mechanics. Bell proves this theorem through the creation of Bell inequalities, which are shown by experiment to be violated in quantum physics systems, thus proving that some idea at the heart of local hidden variables theories has to be false. The property which usually takes the fall is locality - the idea that no physical effects move faster than the ​speed of light. Quantum Entanglement In a situation where you have two particles, A and B, which are connected through quantum entanglement, then the properties of A and B are correlated. For example, the spin of A may be 1/2 and the spin of B may be -1/2, or vice versa. Quantum physics tells us that until a measurement is made, these particles are in a superposition of possible states. The spin of A is both 1/2 and -1/2. (See our article on the Schroedingers Cat thought experiment for more on this idea. This particular example with particles A and B is a variant of the Einstein-Podolsky-Rosen paradox, often called the EPR Paradox.) However, once you measure the spin of A, you know for sure the value of Bs spin without ever having to measure it directly. (If A has spin 1/2, then Bs spin has to be -1/2. If A has spin -1/2, then Bs spin has to be 1/2. There are no other alternatives.) The riddle at the heart of Bells Theorem is how that information gets communicated from particle A to particle B. Bells Theorem at Work John Stewart Bell originally proposed the idea for Bells Theorem in his 1964 paper On the Einstein Podolsky Rosen paradox. In his analysis, he derived formulas called the Bell inequalities, which are probabilistic statements about how often the spin of particle A and particle B should correlate with each other if normal probability (as opposed to quantum entanglement) were working. These Bell inequalities are violated by quantum physics experiments, which means that one of his basic assumptions had to be false, and there were only two assumptions that fit the bill - either physical reality or locality was failing. To understand what this means, go back to the experiment described above. You measure particle As spin. There are two situations that could be the result - either particle B immediately has the opposite spin, or particle B is still in a superposition of states. If particle B is affected immediately by the measurement of particle A, then this means that the assumption of locality is violated. In other words, somehow a message got from particle A to particle B instantaneously, even though they can be separated by a great distance. This would mean that quantum mechanics displays the property of non-locality. If this instantaneous message (i.e., non-locality) doesnt take place, then the only other option is that particle B is still in a superposition of states. The measurement of particle Bs spin should, therefore, be completely independent of the measurement of particle A, and the Bell inequalities represent the percent of the time when the spins of A and B should be correlated in this situation. Experiments have overwhelmingly shown that the Bell inequalities are violated. The most common interpretation of this result is that the message between A and B is instantaneous. (The alternative would be to invalidate the physical reality of Bs spin.) Therefore, quantum mechanics seems to display non-locality. Note: This non-locality in quantum mechanics only relates to the specific information that is entangled between the two particles - the spin in the above example. The measurement of A cannot be used to instantly transmit any sort of other information to B at great distances, and no one observing B will be able to tell independently whether or not A was measured. Under the vast majority of interpretations by respected physicists, this does not allow communication faster than the speed of light.

During the first days of employees at Starbucks they are introduced to the organization with a video fro Howard Schultz, their CEO, via video educating them about the history and culture of the company which should also form part of their perspectives as they work for the business. The CEO compared their introduction process to young children. During the early years of these children people would be very much interested in raising an impression which creates self-esteem and confidence. After they are though of this, you let them go out and make their own decisions with basis and foundation from what they have previously learned about. At the company, the employees are introduced by saying how much the management cares about what they do (Gruner, 1998). This is a good company practice because it establishes a perspective which is positive for employees as they are being given the trust o f their employers. The video of the CEO greeting the newly hires is also helpful because it will create a more confident working environment for the new members of the company. The last process in employee resourcing would be releasing of employees. It must be acknowledged that no matter how the company tries its best to retain everyone and to establish a sustainable organizational culture, it is inevitable that employees will leave the organization and companies are left with no option but to just release them and let them go. Releasing is also based on deliberate company rules especially against violation of disciplinary standards and work regulations or unsatisfactory performance in their jobs. Releasing can be based on redundancy. This mans that technological advancements have been providing the tasks carried out by the employee that is why there is no more need for human effort and it is already dependent on machines. Setting higher standards with regards to performance is another factor on why companies release employees. This is true in cases where the performance of the employee is not doing the company any good at all. Furthermore, releasing can al so be voluntary. Under this, employee voluntarily leaves the company in search for better opportunities and for other personal reasons. Microsoft released a number of its employees last year in order to reduce cost. This process of releasing is deliberate to the organization. Microsoft has no intention of leaving thousands of their employees jobless; it is just that they have to cut-down on costs to be able to survive in the corporate world. Such step must have had received criticism by unions, but then ity must be realized that Microsoft just did what it thought would be ebst for cost-reduction and to maintain a sustainable performance despite a business which is actually not doing so good in the global market. The sluggish company of the present has been forcing many companies to release employees within the organization. Such a strategy should be done carefully in order not to ruin lives of employees and should include incentives and provide alternatives once employees are releas ed from the company. CONCLUSION With the above discussion, it can be deemed that indeed employee resourcing is a very important dimension in the field of human resource management. The importance of this practice is significant to both the management and the employees for it is beneficial for both parties which are concerned. During the 1920s, the unequal distribution of wealth and the stock market speculation combined to create an unstable economy by the end of the decade. The unequal distribution of the wealth had several outlets. Money was distributed between industry and agriculture within the U.S.; in social classes, between the rich and middle class; and lastly in world markets, between America and Europe. Due to the imbalance of the wealth, the economy became very unstable. The stock market crashed because of the excessive speculation in the 1920’s, which made the stock market artificially high (Galbraith 175). The poor distribution of the wealth, excessive speculation, and the stock market crashes caused the U.S. economy to fail, signaling the start of the Great Depression.   Ã‚  Ã‚  Ã‚  Ã‚  The 1920’s were a time when the American people and the economy were thriving. This period of time was called the â€Å"Roaring Twenties†. Unemployment dropped as low as 3 percent, prices held steady, and the gross national product climbed from $70 billion in 1922 to nearly $100 billion in1929 (EV 525). However, the prosperity of the 1920’s was not shared evenly among the social classes in America. A study conducted by the Brookings Institution stated, â€Å"78 percent of all American families had incomes of less than $3,000. Forty percent had family incomes of less than $1,500. Only 2.3 percent of the population enjoyed incomes of over $10,000. Sixty thousand American families held savings which amounted to the total held by the bottom 25 million families.† (Goldston 26). The 40 percent of Americans at the lowest end of the economic scale received only 12 percent of the national income by 1929 (EV 549). This maldistribution of income b etween the rich and the middle class increased throughout the 1920’s. A major reason for this large and growing gap between the upper class and the working class Americans was that the manufacturing output increased throughout this period. As the production costs fell, wages went up slowly, and prices for goods remained at a constant. The majority of the benefits created by increased productivity fell into the hands of corporate owners. The federal government also helped to make the growing gap between the upper and middle classes. Industries started to fall apart around the automobile and radio industries. The rich refused to make loans to foreign countries for fear of going bankrupt. Foreigners stopped buying U.S. goods. Banks started to go under, stores closed up. President Hoover did not act in time to stop the count ry from going further into a depression (Docs Hoover). Unemployment had reached 13 million in 1932 (EV 549); the country went quickly downhill. The start of the Great Depression was setting in.

Still a Threat to the United States

The tenth anniversary of the 9/1 1 attacks prompted reflections on the current status of the terrorism threat to the United States. One aspect of an assessment†the threat posed by biological weapons†is especially challenging because of the unique character of these weapons. A prime distinction is the fact that exposure to minute quantities of a biological agent may go unnoticed, yet ultimately be the cause of disease and death.The Incubation period of a microbial agent can be days or weeks; unlike a bombing, knifing, or chemical dispersion, a bioattack might not be ecognized until long after the agent's release. Accordingly, bioterrorism poses distinctive challenges for preparedness, protection, and response. The use of a pathogen for hostile purposes became a consuming concern to the American people soon after 9/1 1 . About a half-dozen letters containing anthrax spores were mailed to Journalists and polltlclans beginning one week after the jetliner attacks.Four letters with spores and threat messages eventually were recovered. All were postmarked Trenton, New Jersey, which meant that they had been processed at the postal distribution center in nearby Hamilton. Two letters were postmarked September 18, one addressed to Tom Brokaw at NBC-TV and another to the editor of the New York Post. The other two letters were stamped October 9 and addressed to Senators Thomas Daschle and Patrick Leahy. As people became infected in September, October and November, local responses revealed gaps in preparedness for a biological attack.For example, the first confirmation of an anthrax case was on October 4, more than two weeks after the initial letters were mailed. Retrospective assessments later indicated that by then nine people had already contracted the disease. Their illness previously had been misidentified because of faulty diagnoses or erroneous laboratory In the end, at least 22 people had become infected, five of whom died. Meanwhile, scores of buildings were belatedly found to be contaminated with spores that had leaked from the letters.At least 30,000 people who were deemed at risk required prophylactic antibiotics. [2] Millions more were fearful, many of them anxious about opening their own mail. Since the anthrax attacks, the U. S. government has spent about $60 billion on biodefense. A large portion of those dollars has gone to biodefense research under he auspices of the National Institute of Allergy and Infectious Diseases (NIAID). The NIAID budget for biodefense research has grown from $200 million in 2001 to an annual average of $1. 6 billion since 2004.United States safer from a bioattack now than at the time of the anthrax attacks? Has the spending been worth it? Key Questions, Discrepant Answers Opinions on these questions differ. While concerned about the danger of backsliding, the authors of an article in Politico now felt â€Å"reassured about our preparedness† for a biological attack. [3] At the same time, an opposing assessment was emblazoned in he title of a New York Times Magazine cover story: â€Å"Ten Years After the Anthrax Attacks, We Are Still Not Ready. [4] A review of biodefense efforts during the past 10 years in Science magazine blandly acknowledged the obvious: â€Å"debate continues over how much safer the country The congressionally chartered Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism (WMD Commission) issued a report card in 2010 on efforts to address several of its previous recommendations. The administration's failure to â€Å"enhance the nation's capabilities for rapid response to revent biological attacks from inflicting mass casualties† merited a grade of â€Å"F† (meaning that no action was taken on this recommendation).Almost as bad was the â€Å"D*† given for continuing inadequate oversight of high-containment laboratories. Reasonable arguments can be made to support varied views about these issues , and all conclusions bear a degree of subjectivity. Yet an assessment of several broad critical contentions can offer clarification. The criticisms are largely expressed in the form of five contentions. Contention #1 : Funding for biodefense has meant fewer dollars for other deserving reas such as public health infrastructure and basic science research.In 2005, 758 microbiologists signed a letter to Elias Zerhouni, then director of the National Institutes of Health (NIH), objecting to the diversion of funds from public health research to biodefense projects. Zerhouni, Joined by NIAID Director Anthony Fauci, rejected the letter's premise of â€Å"diversion. † An assessment of disputed interpretations suggested that spending on biodefense benefited non-biodefense research as well, but the numbers were so â€Å"convoluted† that a clear determination was elusive. [7] An analysis of the biodefense budget for fiscal year 2012 indicates that only 10% of the proposed $6. bill ion is dedicated exclusively to civilian biodefense. The other 90% is for projects with both biodefense and non-biodefense implications. The non- biodefense goals, according to analysts Crystal Franco and Tara Kirk Sell, include â€Å"advancing other areas of science, public health, healthcare, national security, or international security. â€Å"[8] This tilt toward dual-track benefits has been reflected in past budgets as well. A report in Nature magazine indicated that of the $60 billion pent on biodefense in the past decade, only about $12 billion went for programs have benefited substantially from biodefense projects.Fiscal woes in recent years have in fact resulted in reduced resources for public health and related programs. Economic pressure threatens to shrink biodefense funding as it does funding for much else in the federal budget; however, it is not clear now, nor was it in the past, if fewer dollars for biodefense would necessarily translate into more for public health, basic research, or any other health-related programs. Contention #2: The growing number of facilities for research on select agents specified pathogens and toxins) has heightened chances of an accidental release. Statistics alone make this assertion unassailable.The chances of something going wrong in any enterprise, assuming no change in operational security, increase with the size of the enterprise. As the number of research facilities increases, so does the chance of an accident. A continuing weakness is the lack of clarity about the number of high security laboratories. In 1983, the Centers for Disease Control and Prevention (CDC) designated four levels of safety for laboratory work with biological agents. A Biosafety Level-I (BSL-I) laboratory allows for work on relatively innocuous agents and a BSL-4 laboratory on the most dangerous.The two highest containment facilities, BSL-3 and BSL-4, require special security measures including restricted access, negative pressure to prev ent air from flowing out of the room, and protective outerwear for operators. BSL-4 laboratories require additional safeguards such as entry through multiple air-locked rooms and positive pressure outerwear with a segregated air supply. A BSL-4 laboratory is required for work on agents that cause lethal disease for which here is little or no treatment (for example, smallpox and hemorrhagic fevers such as Ebola and Marburg).At present, there are 15 such U. S. facilities planned or in operation, triple the number operating in 2001. [10] Other dangerous agents, including the bacteria that cause anthrax and plague, are worked on in BSL-3 laboratories. The number of these laboratories has skyrocketed since 2001, although the actual figures are uncertain. While an estimated 20 BSL-3 facilities were operating before the anthrax attacks, in the decade since the number has grown to between 200 and an astonishing 1,400 or ore. [11] The huge discrepancy is attributable in part to varied method s of calculation.Some assessments have counted all BSL-3 laboratories in an institution as a single BSL-3 facility, while others have designated each laboratory as a separate entity. Furthermore, some laboratories with a BSL-3 designation may lack safety features found in others, such as double doors and a requirement that two persons must be present. No national authority is now empowered to mandate a single system of counting or that even the lowest estimated number of BSL-3 laboratories (200) represents a 10- old increase in the past 10 years, and that safety precautions at some BSL-3 facilities are less rigorous than at others.Contention #3: The growing number of investigators with knowledge about select agents has increased the chances that an unsavory scientist could launch a bioattack. Along with more high containment facilities has come more scientists who handle select agents. Concern about dangerous individuals among them was heightened in 2008 when the FBI named Bruce Ivi ns as the perpetrator of the 2001 anthrax attacks. Ivins was a veteran scientist who for decades had worked on anthrax at the U. S.Army Medical Research Institute for Infectious Diseases (USAMRIID) in Fort Detrick, Maryland. Before charges could be brought he committed suicide, so his guilt or innocence could never be established in a court of law. Still, evidence of his aberrational behavior, including alcoholism, depression, and self-described bouts of paranoia, evidently went unnoticed by his superiors. The Ivins case highlighted questions about the screening of workers with ready access to select agents. The number of those workers Just prior to the anthrax attacks has been estimated at about 700.By 2008, however, the figure had climbed to more han As some have suggested, the greater numbers mean that â€Å"the odds of one of them turning out to be a bad apple has increased. â€Å"[13] Ironically, Ivins was not a newly minted investigator, but a long-respected fgure in the arm y's biodefense program. Days after Ivins' death, a USAMRIID spokesperson acknowledged that officials may have been unaware of his problems because they relied in part on self-reporting. [14] In 2011, a mental health review panel concluded that â€Å"Dr.Ivins had a significant and lengthy history of psychological disturbance and diagnosable mental illness at the time he began working for USAMRIID in The Ivins case has raised concerns that other troubled or nefarious individuals might be working in U. S. laboratories. A recent government-sponsored forum on biosecurity called for periodic behavioral evaluations of personnel with access to select agents that include drug testing, searches for criminal history, and completion by selectees of a security questionnaire. 16] Even while acknowledging the necessity of security measures, the right to privacy and freedom of scientific inquiry must be respected to the extent possible. In any case, behavioral monitoring can never provide absolute protection against the acts of a lever miscreant. Contention #4: Money for biodefense has been misapplied or otherwise failed to produce desired results. Project BioShield was established by congress in 2004 to acquire medical countermeasures against biological, chemical, and radiological vaccines and other drugs that have not necessarily been tested for efficacy on humans.Beyond the loss of time and money, the VaxGen failure was a public embarrassment. It became a symbol of ineptness early in the new program. Other biosecurity programs have also drawn criticism, including a $534 million surveillance project called BioWatch. This program included the placement of air amplers for detection of anthrax spores and other agents in more than 30 major U. S. cities. A committee convened by the National Academy of Sciences concluded in 2010 that the program was faced with â€Å"serious technical and operational challenges. † Others flatly criticized its funding as wasted.
